This week, Cari Guthrie, along with staff members, took to the halls of the Maryland State House to advocate for vital behavioral health funding and policy changes. Attending multiple budget hearings, Cari not only testified but also provided visible support to other behavioral health providers who would be affected by the proposed changes.
Before and after each hearing, Cari engaged directly with legislators in their offices, sharing the impact that these policy decisions would have on Cornerstone and the broader behavioral health community. Her advocacy centered on urgent issues affecting the future of behavioral health services in Maryland.
1. Protecting CCBHC Implementation
A primary focus of Cari’s testimony was the Certified Community Behavioral Health Clinic (CCBHC) model. Currently, the Governor’s budget proposal seeks to remove the legislative mandate requiring Maryland to implement CCBHCs. As a CCBHC grantee, Cornerstone Montgomery relies on this model to deliver comprehensive, integrated care for individuals with complex mental health and substance use needs. Without the mandate, the possibility of becoming a fully designated CCBHC in Maryland would be eliminated—threatening access to essential services for the most vulnerable populations.
2. Preserving the Medicaid Rate Increase
Another critical concern is the proposed reduction of a 1% Medicaid rate increase initially included in the Governor’s budget. This increase is vital for behavioral health providers who have faced chronic underfunding. Cutting this modest increase jeopardizes the sustainability of community-based care and limits access to mental health services for those who need it most.

Cornerstone Montgomery remains steadfast in advocating for sustainable funding and policies that strengthen the behavioral health system. Cari’s presence in Annapolis reflects the agency’s unwavering commitment to ensuring that individuals across Calvert, Charles, Montgomery, and St. Mary’s Counties receive the care and support they deserve.
As the legislative session progresses, Cornerstone Montgomery will continue to work alongside policymakers, providers, and community partners to champion equitable access to behavioral health services. However, we cannot do it alone—your voice is crucial.
